Technical Support – Monitoring of Digital Transformation Actions in the Healthcare Sector

Thematic Area: Support for the Implementation of Digital Transformation Interventions or Projects in the Healthcare Sector

This section concerns project management, monitoring and administration services for interventions or projects. The services that may be requested from the Contractor include the following:

• Monitoring the progress of the physical and financial implementation of the Ministry of Health’s critical Interventions, as well as their individual Actions/Projects, and monitoring compliance with their implementation schedules.
• Identifying and assessing deviations and risks affecting Interventions and their individual Actions/Projects, with regard to their implementation progress against the initial planning and the established performance and monitoring indicators.
• Supporting the management of issues arising during the implementation of individual Actions/Projects.
• Providing support for decision-making on any matter related to the implementation of Interventions or Projects, and in particular:
  • Requests for changes submitted by Project Contractors.
  • Specific technical, financial or operational issues or requirements arising from the work and the implementation of the individual terms of the Project Contracts.
  • Potential improvements or revisions to the implementation design of the Main Project.
• Supporting the guidance and coordination of all stakeholders on matters related to the implementation of individual Actions/Projects.
• Supporting the acceptance of deliverables by assessing their completeness and quality and their compliance with the established specifications and requirements. This may include:
  • Monitoring and/or participating in acceptance testing.
  • Providing technical and scientific assistance to the Acceptance Teams and Committees of the Contracting Authority.
  • Recommending additional checks or tests, where necessary.
  • Reviewing the quality of written deliverables.
  • Providing opinions on findings.
  • Submitting recommendations.
  • Etc.
• Conducting checks to verify the achievement of each Milestone and Target associated with a Payment Request, as well as the completion of the Project(s), in accordance with the specific provisions of the Decision approving the Project(s) under the Recovery and Resilience Facility (RRF). The checks will be carried out through administrative and/or on-site inspections of the Project in order to verify its administrative, financial, technical and physical implementation.

The project will benefit the staff of the Ministry of Health and the other entities responsible for implementing the selected projects.

At the same time, organizations that engage with the Ministry of Health will benefit from support in the design, preparation and monitoring of projects.

Indirectly, the project will benefit citizens and businesses as a whole, since the successful completion of the digital transformation initiative is of critical importance for the future of Greek society and the economy.
