The company originally incorporated under the name Electronic Governance of Social Security S.A. (IDIKA S.A.) was established pursuant to Law 3607/2007 through the conversion of the private-law legal entity known as the Social Services Computing Centre (K.I.Y.K.Y.).
Pursuant to Law 5263/2025, the company was subsequently renamed Electronic Governance of Health and Social Security Single-Member S.A. (IDIKA Single-Member S.A.).
The entirety of the share capital of IDIKA Single-Member S.A. is owned by the Hellenic Republic. The Company is jointly controlled and supervised by the Minister of Digital Governance and the Minister of Health, each acting within the scope of their respective responsibilities.
IDIKA Single-Member S.A. is a non-profit entity operating in the public interest. It is governed by private law and operates in accordance with the principles of the private economy.
The Company is governed by the provisions of Law 5263/2025 and the administrative acts issued pursuant thereto and is also subject to the provisions of Law 4972/2022 (Government Gazette A’ 181). It is included in the Register of General Government Entities, falls within the scope of the entities referred to in Article 7(1) of Law 4354/2015 concerning the unified public-sector pay framework, and, pursuant to Article 100 of Law 5203/2025, has been classified as a Technological Entity under Law 4310/2014.
For the Company’s dealings and relations abroad, the corporate name “E-GOVERNMENT CENTER for HEALTH and SOCIAL SECURITY Single Member Société Anonyme” and the distinctive title “I.DI.K.A. SINGLE MEMBER S.A.” are used.
The Company’s registered office is located at 10 Lykourgou Street, Municipality of Athens, under General Commercial Registry (G.E.MI.) No. 124503101000 and VAT Registration No. 090028400.
Key Milestones of IDIKA Single-Member S.A.
1969
Establishment of the Social Services Computing Centre (K.I.Y.K.Y.), headquartered in Athens, as a private-law legal entity of a public-benefit nature.
1991
Inclusion of K.I.Y.K.Y. within the framework governing public-sector and broader public-sector entities.
2004
K.I.Y.K.Y. was placed under the supervision of the Social Insurance Institute (I.K.A.); however, this provision was never implemented.
2007
K.I.Y.K.Y. was converted into a non-profit société anonyme under the name Electronic Governance of Social Security S.A. (IDIKA S.A.), to which all assets of K.I.Y.K.Y., together with its liabilities to third parties, were transferred.
2008
Establishment of the Social Services Computing Centre (K.I.Y.K.Y.), headquartered in Athens, as a private-law legal entity of a public-benefit nature.
2010
Award of ELOT 1429 Management Capability Certification, enabling the Company to participate as a beneficiary in projects funded under the National Strategic Reference Framework (NSRF).
Preparation of the Strategic and Operational Plan for the period 2011–2013. Drafting of regulations to ensure the proper operation of the Company:
