Brief Description |
As part of the comprehensive reform of the Social Security System through the establishment of a Single Social Security Entity (EFKA), the integration and comprehensive IT support of the new organisation are essential for its effective operation. Based on the Programme Agreement signed on 15 November 2016 between the Ministry of Labour, Social Security and Social Solidarity and IDIKA S.A., as subsequently amended, the proposed project includes the following:
- Interoperability services between the EFKA registry and local applications for the registration of insured persons and pensioners, as well as services for checking and correcting EFKA registry data.
- Provision of services for the creation and processing of the Entity's digital records of insured persons and pensioners.
- Design and implementation of a process for modifying social security contributions for self-employed insured persons for the purposes of EFKA, adaptation of the revenue database schema for non-salaried insured persons, and development of new programmes for the integration of supplementary insurance and welfare branches, as well as the design and implementation of the EFKA contribution reconciliation process.
- IT applications for the operation of EFKA and the provision of services to insured persons, including:
- Development of software for the calculation and monitoring of social security contributions for self-employed professionals, self-employed persons and farmers insured with e-EFKA, as well as online services for citizens.
- Development of software for the calculation and monitoring of social security contributions and provision of online services to citizens, including:
- Insurance history
- Insurance eligibility
- Offsetting of social security debts with entities other than the Independent Authority for Public Revenue (AADE)
- Social security clearance certificate
- Procurement and installation of equipment required for the implementation of the applications. This project, in combination with other projects (e.g. modifications and improvements to the pension process of the Integrated Information System of the former IKA-ETAM), addresses operational needs during the transitional period leading up to the launch of the EFKA Integrated Information System. At that stage, all information systems required for the operation of EFKA are expected to be integrated into a single platform.
