Brief Description |
This project aims to improve the quality of healthcare and patient safety through innovative services, while also improving hospital management, enhancing the patient experience and strengthening the delivery of secondary healthcare through the automation of numerous processes. The main objective of the digital transformation of healthcare is to strengthen and accelerate the development and adoption of appropriate, accessible, affordable, scalable and sustainable digital health solutions that will prevent, detect and respond to epidemics and pandemics (such as COVID-19), as well as to develop infrastructures and applications that will enable Greece to promote the health and well-being of its citizens. Innovative digital solutions can improve citizens’ health and quality of life while enabling more effective ways of organizing and delivering healthcare services. Equally important is the improvement of service quality and the provision of equitable and timely access to healthcare services, thereby contributing to the overall improvement of healthcare system performance. The individual systems and applications will improve the quality of healthcare and patient safety through new and innovative services, while also helping to control healthcare expenditure by discouraging the excessive use of healthcare products, particularly pharmaceuticals, and improving hospital management and procurement processes. In addition, the provision of enhanced digital infrastructure can strengthen equitable access to healthcare goods and services for citizens and other vulnerable patient groups. The implementation of this action is associated with the assessment and improvement of the digital readiness of Greek hospitals and their capabilities to meet the standards required for safe, effective and efficient healthcare delivery. The first objective is to promote digital readiness in Greek hospitals so that each hospital can meet the National Digital Readiness Baseline, which will include the use of appropriate systems and infrastructure according to the capacity of each healthcare facility and will enable clinicians to transition from paper-based patient records to fully digital patient records by 2025. A series of horizontal interventions is also envisaged, covering both the core operational functions of hospitals and the operations of third-party organizations participating in the healthcare ecosystem. Furthermore, the participating organizations will be able to interoperate with one another, with the National Electronic Health Record, the Electronic Prescription System and other structures of the Ministry of Health. |
