Brief Description The project concerns the optimization of the Electronic Prescription (hereinafter referred to as E-Prescription) application and the provision of a reliable technological solution. The objective is to significantly upgrade all layers of the computing and software infrastructure:

  1. Application Layer
  2. Identity and Access Management Layer
  3. Infrastructure Software Layer
  4. Database Layer

For the above layers, a number of parameters were taken into consideration, including:

The current workload of the E-Prescription application systems.
The potential increase in the workload of the application systems by up to 30% over a five-year period.
The use of a dedicated cluster for non-production application systems (test/dev/UAT).
The ability to fully accommodate the application workload in the event of a node failure or scheduled maintenance.
Ensuring the activation of an equivalent number of computing resources (CPUs) at the Disaster Recovery Data Center in the event of scheduled maintenance or a catastrophic failure of the primary data center.

Coverage of all the above requirements is ensured through the procurement of “User” licenses, so that there is no restriction on the number of central installations, provided that the total number of users served does not exceed the number of available licenses.

As part of the expansion of the project scope, including the upgrade of the infrastructure at the functional level of the Electronic Prescription (hereinafter referred to as E-Prescription): The use of information systems in the healthcare sector has radically transformed the way healthcare organizations manage the provision of care, ensuring efficiency, accuracy and security in diagnosis and treatment processes. Electronic Prescription, both outpatient and inpatient, constitutes a fundamental component of this transformation. Inpatient prescription is carried out exclusively within healthcare institutions and is subject to stricter control procedures, as it concerns hospitalized patients who may receive complex and/or multiple treatments. The proposed project primarily aims to support the prescribing of medication by physicians within hospital units, while also providing the capability to use therapeutic protocols and create patient registries of the Ministry of Health. Overall, the project is expected to deliver the following benefits:

  • Rationalization of healthcare expenditure.
  • Improvement of medical care and patient safety.
  • Strengthening of treatment standardization within hospitals.
  • Improvement of pharmaceutical product management.
  • Promotion of effective traceability of pharmaceutical products.
  • Strengthening the monitoring of antibiotic use.
  • Support for the introduction of new treatments and innovative therapies.
  • Support for hospital staff in carrying out their duties.
  • Enhancement of transparency and regulatory compliance.

The additional scope of the project primarily aims to support the prescribing of medication by physicians for hospitalized patients within hospital units, while also providing the capability to use therapeutic protocols as defined by the “Committee for the Monitoring of Pharmaceutical Expenditure, the Development and Processing of Diagnostic/Therapeutic Protocols and the Creation of Patient Registries” (Government Gazette 221/12-05-2017).
