Brief Description |
A fundamental objective of the Ministry of Health's reform initiative is to ensure free and universal healthcare coverage for the population and the provision of high-quality health services, tailored to the needs of the population, through the Primary Healthcare (PHC) network. Under this new approach to service provision, Primary Healthcare structures are expected to operate with an outward-looking approach, adopting a holistic and people-centred model, with an emphasis on prevention, health education and the promotion of community health.
The necessary institutional framework is already in place. In accordance with Article 106 of Law 4461/2017 (Government Gazette 38A/28-03-2017), Local Health Teams (TOMY) are established by decision of the Governor of the relevant Health Region. Each team consists of up to twelve (12) healthcare professionals, strengthening and upgrading the services provided by the public Primary Healthcare structures of PEDY and their decentralised units.
The reform of Primary Healthcare is one of the most significant reform initiatives undertaken in the National Health System in recent decades. Its objectives include reducing pressure on secondary healthcare services, providing higher-quality care for patients with chronic conditions and diseases, achieving resource savings and improving population health.
The plan is being developed in cooperation with the World Health Organization (WHO), and a number of institutional and operational initiatives have already been launched. These initiatives are complemented by the flagship project for the development of an Individual Electronic Health Record for Primary Healthcare.
The proposed project aims to implement an integrated information system that will be developed progressively in order to:
- Support the provision of healthcare services;
- Improve the efficiency of the Primary Healthcare network;
- Improve the quality of care while reducing costs; and
- Provide every healthcare service recipient with easy access to their personal health data.
The project involves the gradual development of the required integrated web-based information system to comprehensively support the operation of the Primary Healthcare network.
The project will make use of the existing functionality of the core Electronic Prescription project, extend its functionality and develop all additional functionalities required, including:
- Management of data relating to physicians, healthcare professionals and Primary Healthcare providers.
- Management of population and healthcare service recipient data.
The Integrated Primary Healthcare Information System project is divided into two phases, with distinct implementation periods, in line with the Government's strategy and the agreement with the Institutions:
- Implementation of all necessary core activities to provide IT support for the Primary Healthcare reform and enable the operation of all Local Health Teams (TOMY).
- Implementation of all remaining activities that are not of an immediate nature and will be carried out in parallel with the Primary Healthcare reform during the 2018–2019 period. The system will encompass and support the entire operational structure of Primary Healthcare.
