In April 2024, a comprehensive scoping review was finalized, focusing on frameworks suitable for monitoring the adoption of Europe’s Beating Cancer Plan. This review offers valuable insights into key areas essential for tracking the Plan’s implementation across the European Union. By identifying effective monitoring strategies, the review aims to support consistent and equitable application of cancer control measures throughout Europe.
In autumn 2024, the OriON project initiated a Delphi exercise as part of Work Package 4 (WP4). This exercise aimed to refine a monitoring and evaluation framework, designed to assess the adoption of Europe’s Beating Cancer Plan across EU member states. The framework encompasses four key themes to effectively track implementation progress. Engaging all OriON partners and many experts from across the EU, the Delphi exercise sought to enhance the framework’s robustness and ensure its suitability for its intended purpose. The collaborative effort concluded successfully in December 2024, marking a significant milestone for the Joint Action.
Means and verification: Equity perspective included in the Survey on National Cancer Control Programmes
Equity monitoring tool was developed by partners from Fisabio (Spain) who are leading the WP 5 Task 5.2 (Identifying how the topic of cancer inequalities is addressed within NCCPs), on the basis of the results of the work done during CanCon JA. In February 2024 the tool covering equity perspective was included in the draft of the Survey on National Cancer Control Programmes prepared by National Institute of Public Health of the Republic of Slovenia-OriON JA WP 5 coordinator and OriON JA WP 5 Task 5.1 (Mapping the current state-of-play of NCCPs with a special focus in cancer inequalities) coordinator, as Part 3 of the survey, dedicated to cancer inequalities.
Means and verification: One survey prepared and coordinated with all OriON JA WP 5 partners, sent to Member States and designated countries contact list (33 countries)
The first draft of the Survey on National Cancer Control Programmes with special focus in cancer inequalities was prepared by the National Institute of Public Health of the Republic of Slovenia and Fisabio (Spain). The survey which is divided into three parts was updated with comments received by OriON JA WP 5 partners and EU Observatory on Health Systems and Policies. The updated version of the survey was sent to the first step (internal validation) and second step (external validation) validators, renowned international experts in the field of cancer control. The survey was updated according to their suggestions and presented to the members of OriON JA WP 5.
At the same time the process of identification of experts responsible for National Cancer Control Programmes in Member States and designated countries was carried on by the OriON JA WP 5 team from the National Institute of Public Health of the Republic of Slovenia and in collaboration with OriON JA WP 5 partners, EU Observatory on Health Systems and Policies, ECHoS project, CraNE JA and the Department of Foreign Affairs at Ministry of Health of the Republic of Slovenia. The mailing list of the recipients of the survey was finalized at the end of April 2024. The survey was transferred to 1KA Platform/Tool and distributed using the mentioned platform/tool for the conduction of surveys at the National Institute of Public Health of the Republic of Slovenia. The cover letters for each individual country have been prepared.
Means and verification: Majority of country responses collected and ready to analyze striving for as high response rate as possible through various communication channels
The countries were asked to complete the Survey on National Cancer Control Programmes until the end of June 2024. The minority of countries responded quickly and completed the survey accurately. At the end of May 2024, OriON JA WP 5 coordinator National Institute of Public Health of the Republic of Slovenia started with reminders. Some countries expressed their wish to have the document in Word; it was sent to them.
By the end of August 2024 thirty-four countries completed the survey. Response rate is very high. Only two countries did not respond (Serbia, UK), however, they are outside the stipulated quota of countries in OriON JA Grant Agreement (33 countries envisaged). Considering the number of countries envisaged in the OriON JA Grant Agreement the response rate is 100%.
