OriON JA is a proposed initiative aiming to address cancer prevention and care disparities within the European Union (EU). The initiative is in response to flagship No 9 of Europe’s Beating Cancer Plan (EBCP), which aims to establish a Cancer Inequalities Registry to identify trends, disparities, and inequalities in cancer prevention and care between and within European Member States and regions.
The aim of the OriON JA is to make available a mainly qualitative analysis of the national cancer control situation in the European Member States, including the state of play of implementation of the EBCP at national level as well as to make available data and insights on socio-economic inequalities to complement and enhance the analysis for the Cancer Inequalities Registry.
Target groups
The primary target of the OriON JA are policymakers from the European Member States and their representatives. The secondary target group includes EU organizations, experts, patient advocates, representatives, and patients from across Europe.
General objectives:
Monitoring the uptake and implementation of EBCP in European Member States.
Piloting the EBCP Monitoring & Evaluation framework.
Maximizing the impact of the knowledge and evidence generated by EBCP.
Specific objectives:
Supporting the monitoring and analysis of the implementation of EBCP.
Carrying out an analysis of the state-of-play of National Cancer Control Programmes with special focus on cancer inequalities.
OriON JA seeks synergies with the Cancer Inequalities Registry; together, these will provide a consolidated view of the national cancer control landscape across the EU and resulting inequalities will assist in targeting investments and interventions at EU, national and regional level to address trends, disparities and inequalities between European Member States and regions.
Expected results from the JA will provide critical information on the breadth and scope of cancer control actions across European Member States, as illustrated in the implementation of the EBCP and national cancer control pro- grammes.
The expected impact will be a reduction in measurable disparities in cancer prevention and care across the EU.
Qualitative analyses which will represent a new approach will be central to the project as they are describing the policy situation in Member States and are the main focus of this JA.
OriON JA will utilize qualitative data and contextual information obtained from surveys and reporting mechanisms. Monitoring of the national cancer control situation across European Member States, including sub-national levels and specific socioeconomic groups, will inform potential action areas and guide investment decisions on both European and national levels. OriON JA has two content work packages (WP): WP 4 and WP 5.
The main aim of WP 4 – Sustainability and implementation – support to the monitoring and analysis of the implementation of EBCP is to develop and validate a monitoring framework for the uptake of EBCP in EU MS.

The main objective of WP 5 – Analysis of the developments in National Cancer Control Programmes is to pave the way for the improvement of the quality of National Cancer Control Programmes with a special focus in cancer inequalities on the basis of the analysis of the developments in National Cancer Control Programmes.
To identify how the topic of cancer inequalities is addressed within National Cancer Control Programmes in the European Member States and other designated countries
To prepare the actions to improve the quality of National Cancer Control Programmes with a special focus in cancer inequalities
To facilitate the development of policy support – the focus on inequalities in cancer
To structure the National Cancer Control Programmes in order to be able to monitor access to high quality cancer care as well as to follow-up on improvements in reducing inequalities in cancer
To support the upgrading of population-based cancer registries to allow for the inclusion of socio-economic determinants and stage-related data
To facilitate the development of national task forces on cancer inequalities
